Data room and evidence base

The trust layer connects source records, publisher records, graph links, and route-level references. It is the place where evidence can be reviewed outside the narrative flow.

The same source may support a book section, a sector page, a graph, and a scenario explanation. The trust layer keeps those relationships visible instead of hiding them in notes.

Not every data surface should render publicly. READY and VERIFY are reviewable states; GAP and working-only layers remain blocked from the public chart path.

This prevents unfinished, ambiguous, or purely technical workbook structures from appearing as finished public evidence.

The download layer exists to keep the published figure and the exported file in sync. Public graph exports, registers, and manifests should preserve the same metadata and caveats seen on screen.
